This data report provides the UK aggregated packaging data, broken down by material and packaging type in tonnes, that has been reported under the Packaging Waste (Data Reporting) Regulations 2023 (as amended).
2023 Data
This data was extracted from the Report Packaging Data (RPD) service on the 19th December 2024 combining H1 & H2 data submissions.
2024 Data
This data was extracted from the Report Packaging Data (RPD) service on the 19th December 2024 covering H1 data submissions.

This data will be updated periodically by the UK regulators.
What these reports do and do not cover
These figures include packaging data submitted by UK large producers; the figures do not include:

Data from large producers who are required to report their data but have not

Data from large producers who reported their data after the date it was extracted from the RPD system
This includes some partial data submitted;
- 2023 data:This includes some partial data submitted in H1 (Jan-Jun submission) for 1 March to 30 June 2023. For Welsh producers, some data submitted covered only 17 July to 31 December 2023.
- 2024 data:This includes some partial data submitted in H1 (Jan-Jun submission) for 1 April to 30 June 2024.
This data has no uplift applied where producers have submitted partial data.
The data is subject to change due to late submissions, resubmissions and new submissions.
The regulators have a duty to monitor the accuracy of pEPR data submitted into RPD; these checks are ongoing. Regulators are working with producers to identify and correct possible data errors. As a result, the data that makes up these total figures may include reporting issues that have not yet been addressed.
2023 data is not impacted by The Packaging Waste (Data Reporting) (Amendment) Regulations 2024 as passed in each nation within the UK. For example, the requirement to report drinks containers supplied in Scotland was excluded for the calendar year 2023. The requirement to report drinks containers supplied in Scotland was introduced from 2024 onwards.
What is classed as a ‘large producer’
An organisation is a ‘large producer’ if it:

has an annual turnover of more than £2 million
-
is responsible for handling more than 50 tonnes of packaging in the UK
Recycling obligations (PRN requirement)
The calculation of producer and scheme recycling obligations (i.e. their total PRN requirements) will be based on actual data submitted by April 2025. Where full 2024 data has not been received, due to the entry into force date for the Data Reporting Regulations meaning some producers may have only submitted data for 9 months, an uplift will be applied to calculate a full year’s obligation.
Defra are monitoring the reported data for 2024 to ensure that it is line with the modelling in the Impact Assessment and that the overall obligation (total PRN demand) in 2025 is within expected tolerances.
Illustrative base fees
